Expressions of interest to tender for the development of free personal care assessment tool and practice guidance

The Department of Health wish to commission the development of a tool to assess people who are eligible for free personal care. The consultation on regulations and guidance, published at the same time as the Personal Care At Home Bill, on 25th November 2009 suggests that people who are assessed as ‘critical’ within the Fair Access to Care Services (FACS) assessment, and who have 4 or more activities of daily living (ADLs) will receive free personal care.

The project will involve the development of an assessment tool, practice guide(s) and training materials for:

  • care managers, social workers and others working with the FACS system;
  • their supervisors and line managers;
  • people seeking assessment and support, their carers and families.

The tool must set the Free Personal Care assessment in the context of FACS , other personalisation policies, Putting People First and other relevant strategies. The tools should be in an accessible format and tailored to suit the needs of the target groups. Consultation with stakeholders/representatives of the target groups will be necessary throughout this project to ensure the materials are fit for purpose.

The planned start date is some time in February 2010 and the contract is likely to run to June 2010. We are seeking expressions of interest from organisations with a track record in developing products of this type and with knowledge and experience of the social care system. The budget allocated for this project is below the OJEU threshold.
