Scotland sets out plan for smoking ban

An outright ban on smoking in enclosed public places came another step closer in Scotland yesterday with the publication of regulations for the Smoking, Health and Social Care (Scotland) Bill.

The Scottish Executive intends to introduce a smoking ban as soon as spring 2006 to transform the health of the population and protect hospitality workers.

Ministers have decided all pubs and clubs north of the border should be forced to stub out smoking or face a £2,500 fine or loss of their liquor licence.

Members of the public who flout the ban will face fines of up to £1,000.

Health minister Andy Kerr said: “All licensed premises will be covered – public health cannot stop at the door of the public house.”

Kerr said research conducted on the economic impact of a smoking ban showed a complete ban would save more lives and be better for Scotland’s economy than a partial one.
