Are hoteliers or tour operators to blame for inflated Olympic prices?

There is much controversy at the moment concerning the pricing of hotel rooms during the Olympics. Hotels have been accused of profiteering from the Games by the Mayor of London Boris Johnson, the British Hospitality Association (BHA) is blaming Thomas Cook for adding a huge mart up to bedroom rates as part of their packages which includes tickets to sporting events, and JacTravel, a wholesale tour operator, is accusing hotels for inflating their prices - which according to the websites of some hotel groups is certainly the case.

So, who do you think is to blame and what shoud be done about it?
