Does improved transport for tourists justify a tax on hotel development?

Several major hotel firms have signed a letter to London Mayor Boris Johnson urging him to abandon plans for what many see as a tax on all future hotel developments in the Capital.

The proposed levy on new developments in London, designed to help pay for the £16bn Crossrail project, will see a £60 per sq m levy in the centre of London and £82 per sq m on the Isle of Dogs.

A fair way to help pay for a much needed transport improvement, or a sign that Boris doesn't understand the pressures that hotel operators in particular are facing at the moment?
